If you've kept your all of dvips' files as they came within
!dvips then it should be a simple matter of running amu with
a target of "all" to make the binaries and compressed header
files. Running amu with a target of "install" should do the
above and also place all of the newly made files in their
correct places, with appropriate access and type. But just
make sure that !dvips has been seen, i.e. !dvips.!Boot has
been run at some point in the past.

If however your distribution is spayed across your hard disc
you'll probably have to make changes to the Makefile in the
places indicated. (And may be else where.)

NOTE:

If you do not have the DDEUtils module you will need to
change the definitions of INSTALL and SQUEEZE in the make
file to use the CSD symbol (@), rather than <Prefix$Dir>,
and ensure that your CSD is !dvips.Source.

If it just won't work, even with your best endeavours, then
contact me (address below) with a detailed and accurate
description of the problem and I'll try to solve it.
There's nothing worse than a Makefile that just doesn't
make.
