BladeEnc for RISC OS v. 0.92.7

Use
===

From the command line : bladeenc filename.wav (not /wav) <filename2.mp3>

If the second filename is not given, the first will be duplicated with a dual
extension /wav/mp3

All the other bits and pieces work (to obtain help type bladeenc -help) with
the exception of the configuration system.

Speed
=====

Okay, we're not going to get >real time on the current machines, however
there is a marked improvement in speed from the original version ported
(0.82) and this one.

Original speed : 3hrs for a 3 minute wav file.
Current  speed : 17mins for a 3 minute file.

(I was suprised at that, I was expecting (based on 0.92.0) a time around 1
hour 20)

(tested on a RiscStation R7500 - SA times will not be too different)

Code changes
============

Bar for a few changes for RISC OS machines, the sources are virtually
unchanged. This includes at the end of encoding setting the filetype to &1AD

Compiling
=========

This version (in difference to previous versions) was done using GCC 2.95.2
(pre 2) with the optimisations set to max (-O3). This will account for some
of the speed increase - the rest is down to the main sources being changed
and bugs removed.

Compilation is very easy to do, create a make file then run it.
